What it waits on is supplier relationships and regulatory sign-off, and past launch the harder cost is upkeep, because water goes stale and batteries die, so what is being sold is a habit rather than a box.

07 · What would prove it wrong

Households mean to be ready and still will not pay for it

Nearly everyone agrees they should have supplies set aside and nearly nobody does, and if that gap is about willingness to spend rather than the kit being hard to assemble, a better kit changes nothing. The answer would then be a default someone else sets, a landlord, a bank or a council, not a product a household chooses.
